Transportation Advisory Council Meeting
April 14, 2009

The meeting was called to order by Jack Rose at 1:30 p.m. in the Tri-County CAP Resource Center in Tamworth.

Review of Minutes: Minutes of the March 12, 2009 meeting were reviewed. A motion was made by Joe Cuddy and seconded by Mickey McIver to approve the minutes with two amendments. The motion was unanimously approved.

CCT Advisory Council Policies and Bylaws: Theresa reviewed Draft #1 of proposed Policies and Bylaws. CCTAC Policies and Bylaws will:
1. Articulate and define important objectives, principles or values (Mission and Goals).
2. Define roles, responsibilities and authority.
3. Limit or prescribe what kind of action will be taken in different situations.

Discussion took place regarding the best time of year to conduct our Annual Meeting. It was noted that it is important to have the year’s finances audited before the meeting. It was suggested that the Annual Meeting be held in the fall since our fiscal year is from July 1, 2009 through June 30, 2010. No final decision was made on this matter.

Discussion also took place regarding federal requirements (FDA) for project management and whether or not Tri-County Cap can both operate and manage the project. Clarification will be needed on this matter at some time in the future.

CCTAC Bylaws govern how the advisory council members operate and communicate with one another. Our bylaws need to be in step with the statewide regional council bylaws. We have until December 2009 to develop our bylaws.

Theresa will revise the draft bylaws prior to our May meeting to serve as a working document until such time that we adopt a permanent set of bylaws.

Budget Review July 1, 2009 through June 30, 2010: Theresa reviewed the initial budget for this time period. The budget document will be emailed to all Advisory Council members. Total expenses and revenues for FY 2010 are $268,976.60.

Fiscal year 2011 (year 2) with seven days service has projected expenses and revenues of $776,439. Revenues for 2011 include $71,342 in endowment grants that will disappear after Year 2. Carroll County will contribute $1,000 in FY 09. The proposed budget for 2010 to 2011 includes $27,000 from Carroll County. Discussion took place about whether to approach individual Towns or the County for funds. Since Town Meetings are held before the County budget is finalized, if the Advisory Council does not seek money from individual towns, then it is too late to do so if County officials decide not to include funds in their budget. No final decision was made on this matter.

Settler’s Green Employee Survey: Theresa asked Settler’s Green to survey their employees to determine whether or not they would consider riding a public bus. Of the 121 Carroll County resident employees who completed the survey, 33% said they would ride the bus and 45% said they were not sure (potential riders).

Finalize Routes, Stop and Schedules: Theresa suggested that before doing this some Advisory Council members should ride the recommended routes from: 1) Memorial Hospital (Conway) to Huggins Hospital (Wolfeboro), and 2) West Ossipee to Laconia. A sheet was passed around the table asking individuals to identify possible stops within their towns for these two routes. Possible stops suggested were as follows:

From Conway to Wolfeboro:
1. Hannaford/Rite Aid 16 & 28
2. Albany – W. Side Road
3. Albany – Town Hall
4. West Ossipee
5. Indian Mound, Ossipee Crossings, Hannaford
6. Court House Square
7. Christies, Lindas Flowers, Harvest Market (Wolfeboro)
8. Huggins Hospital (Wolfeboro)
9. Clark Plaza (Wolfeboro)
10. Watson’s Gas Station



    From Ossipee to Laconia:
    1. Moultonborough Town Library, Murphy’s Corner, Heath’s Grocery
    2. Sandwich – Rtes 25 & 113 (No. Sandwich), Moultonborough Library (Rtes 109 & 25)

    Tri-County CAP Transportation: Director Bev Raymond provided an update on the BEAs Grants and LSC Workshops. Bio-diesel fuel can be used in buses with diesel engines.

    NH DHHS: Patrick Herlihy reported that DHHS will keep in contact with Theresa regarding coordination with state-wide efforts.

    Next Meeting: The Advisory Council will meet in the Tri-County CAP Resource Center at 1:30 p.m. on May 12, 2009.
