The meeting was called to order by Dave Senecal at 1:30 p.m. in the Tri-County CAP Resource Center in Tamworth.

Review of Minutes: Minutes of the April 14, 2009 meeting were reviewed, amended and approved by consensus.

TCCAP Transportation: Bev Raymond, Transportation Director, updated everyone on the following:
Background Information: The CCTP will receive funding from a variety of federal, state and local government services.
Transportation Provider Inventory: A number of other agencies (e.g. caregivers, private businesses, bus companies, taxis) have been identified that can supplement or support CCTP buses.
Goals of Coordination: Coordinated efforts will result in better service, more efficient use of resources and enhanced service.
Next Steps: We need to update provider inventory and plan for coordination.
Priorities: These include routes and bus stops; gatekeeper meetings; volunteer recruitment; educate public and businesses; advertising on vehicles; interview, hire and train staff; and kick off event.
Note: Considerable discussion took place regarding approaches to be taken to recruit volunteer drivers and how to tap into existing volunteer pools.

N.H. Bureau of Rail and Transit (NHBRT): Kit Morgan updated everyone on the following:
Contracting for Public Service: CCTP will most likely need to go through a competitive bid process to secure a contractor. This decision (whether or not bidding is required) will be determined by NHBRT when the CCTP grant is finalized. Such a contract could be a management only contract since CCTP would own the buses. One private contractor, White Mountain Transit, currently operates in Carroll County. The NH Bureau of Rail and Transit will review and approve the RFP (Request for Proposals) prior to the solicitation of bids.

ADA Laws: There is an ADA law that requires provision of transportation for disabled individuals residing within three-quarters of a mile from a fixed bus route. This ADA law does not apply to the planned CCTP flex routes.
Flex Routes: Flex routes are less costly than fixed routes due to the ADA requirements. If we choose to offer a fixed route then supplemental support could be covered by volunteer organizations. However, a structural system must be in place to support the volunteer organizations.
If the NHBRT does not require a competitive bid process, then CCTP will have an option as to whether or not we want to manage the system ourselves or contract out management.
We can do research regarding these two options (self management or contracting) and the variety of models available. Theresa agreed to being researching the options available to CCTP and to report back in May.

NHDHHS: Patrick Herlihy provided the following information:
• NHHS Workshop will be on Tuesday, May 19 from 1:30 – 3:30 p.m. in the Brown Building on Pleasant Street in Concord.

Project Manager’s Report: Theresa Kennett updated everyone on the following:
• Thanks to the Moultonborough Lions Club for their donation of $15,000 to CCTP.
• Theresa will attend the CTAA Expo on May 31, 2009 in Providence, RI.
• Friends of Family Networking will meet at Tri-County Cap on Friday, May 15.
• Draft #1 of proposed CCTP for Policies and Bylaws are posted on the CCTP website.
• CCTP and SCC oversight structural charts are also on the CCTP website, as well as proposed routes and schedules.

Note: The following locations in Conway are potential route stops not appearing in previous meeting minutes: Nickerson Road @ Rte 16; Passaconway @ West Side; Town Hall @ Rte 16.

Next Meeting: The next meeting will be held in the Tri-County CAP Resource Center at 1:30 p.m. on June 9, 2009.
