The meeting was called to order by Theresa Kennett at 1:30 p.m. in the Tri-County CAP Resource Center in Tamworth.
Election of Officers: The following three officers were elected:
• David Senecal – Chairperson
• Jack Rose – Vice Chairperson
• Michael Lancor – Secretary
Review of Minutes: Minutes from the last meeting held on February 10, 2009 were emailed to all council members.
Project Manager’s Report: Theresa Kennett used a PowerPoint presentation to review for all present the goals of and purposes for establishing a county-wide bus transportation system. Barriers or challenges include:
• Increase mobility of seniors and persons with disabilities with flex routes and demand/response buses that run on user-friendly schedules that meet users’ needs.
• Create financial sustainability to achieve reliability since even the most efficient, cost effective community transportation system will not pay for itself.
• Coordinate and integrate with existing transportation providers to achieve efficiency.
Timeline for Project:
• April – June 2009: Actions include developing and adopting policies, network with gatekeepers, identify potential business partners, establish and maintain website, finalize schedules and stop locations, obtain easements for bus stops, hold a press conference.
• July – September 2009: Actions include signage permission, arrange overnight storage of buses, establish distribution network, adopt marketing plan and budget, press conference, R & D fundraising opportunities, coordinate planning.
• October – December 2009: Actions include design printed materials, establish advertising rates, sell advertising, develop FY 2011 budget.
• January – April 2010: Actions include state and regional grant requests for FY 2011, roll out community awareness and marketing campaign, distribute schedules, hire and train drivers, continue fundraising efforts.
• April – June 2010: Actions include operating service, develop bus pass program, expand to seven days.
• July – September 2010: Actions include evaluating services, implement/improve expansion strategies, schedule changes.
• October – December 2010: Actions include continuing to seek funds.
Budget Review: Theresa will provide a proposed budget during our next meeting. The operating budget for April to June 2010 will be approximately $159,000. The estimated operating budget for July 2010 – June 2011 is $700,000 for operating seven (7) buses on seven (7) days.
Bus Routes: Proposed bus routes are as follows:
• Route 25 – From Ossipee to Laconia (Lakes Region Hospital) (one bus on this route),
• Route 16 – From Conway to Wolfeboro (2 buses on this route), and
• Three (3) demand/response routes.
Pamela Frazier, Bev Raymond and Benny Jesseman will assist Theresa in identifying bus stops.
Funding: Kit Morgan with the NH DOT announced that the eight (8) buses required for the proposed system will be 100% paid for by federal stimulus funds (approximately $540,000). The grant will be submitted within two weeks with a request for diesel engines. If a reliable local source for biodiesel can be found, then that change can be made. Four (4) of the buses will be eight (8) passengers with capacity for one (1) wheelchair. Four (4) of the buses will be sixteen (16) passengers with capacity for two (2) wheelchairs.
Current and Potential Funds: All funds contributed by Towns thus far received are being held in an account for future use. Theresa will be presenting to the Carroll County Commissioners at 9:00 a.m. on Monday, March 16, 2009 in the administrative office building on Route 171 to present a request for $27,000 in County funds to support CCTP.
NHDHHS: Health and Human Services is in the process of developing an RFP for communications software to be used state-wide to coordinate transportation services. Medicare funds can be used to support trips for Medicare eligible individuals.
