CTAC was established in March of 2009 as an advisory committee to Tri-County CAP, Inc. for the comprehensive, coordinated, efficient, and affordable transit system for Carroll County residents and visitors. To ensure a wide geographic and diverse representation, Boards of selectmen were asked to appoint a community member. Transportation providers and social service agency personnel were recruited. Regional and state agency personnel also serve on CTAC. See Organizational Structure.
COMMITTEE RESPONSIBILITIES:

- Work in partnership with State and regional transportation agencies to implement the Carrol County service plan.
- Work with the State Coordinating Council for Community Transportation to achieve regional status
- Develop a memorandum of understanding with the State of NH & approve bylaws for RCC.
- Select and oversee Regional Transportation Coordinator (RTC) to coordinate human service transportation for Carroll County
- Evaluate services based on established performance measures.
- The Carroll County Transit system manager with the assistance of TCCAP Transportation Director will gather relevant data and do the necessary groundwork to facilitate informed decision-making by the Committee.
- The Carrol County Systems Manager, with assistance from North Country Transit, will provide direct supervision for drivers, dispatch, and maintenance of vehicles.
- Federal, state, and regional transportation agencies will provide expertise and assistance for effective coordination.
- Federal Transportation Administration funding administered through NHDDT will provide annual subsidies of up to 80% of capital and administrative costs, and up to 50% of operational costs.
- TCCAP will apply for funding every 2 years to state agencies to fund Elder & Disabled & Public Transportation
- Carroll County Transit must move toward the effective coordination of services to qualify for federal and state Subsidies
